Pursuant to Article 179(1) of the 1992 Constitution, Section 20(1) of the Public Financial Management Act,2016 (Act 921) and Regulation 20(30) of the Public Financial Management Regulations, 2019 (L.I 2378), the 2025-2028 Budget Preparation Guidelines is being circulated to Heads of Covered Entities and members of Budget Committees for compliance.
With 2024 being an election year, both a draft Budget Statement and Economic Policy for 2025 and a three months' "Expenditure in Advance of Appropriation" (Vote on Account) will be prepared. The "Expenditure in advance of Appropriation" will be laid in Parliament for consideration by 15th November 2024, while the full Budget Statement and Economic Policy Statement of Government for the 2025 financial year will be Present to Parliament by the first quarter of 2025.
In line with the above , the expenditure ceilings allocated to Ministries ,Departments and Agencies (MDAs) and Metropolitan , Municipal and District Assemblies (MMDAs) for the 2024-2027 medium-term are aligned with the IMF-Supported PC-PEG.
