Adwoa is a Chief Economics Officer and the Acting Director of the Climate Financing Division (CFD). The CFD is a vital Division established to provide strategic and technical guidance to the Ministry of Finance (MoF) on enhancing the mobilization of financial resources, expertise, and partnerships to support Ghana’s transition to a climate-resilient economy, ensuring that climate finance flows effectively and efficiently in line with national development priorities.
With 26 years of experience in the Public Service, Adwoa has served in various roles within the Ministry, including the External Resource Mobilization Division, Budget Division, Real Sector Division, and Economic Strategy and Research Division. Her expertise encompasses budget development, climate financing, public policy, financial management, and project/programme management.
In her budgetary role, Adwoa coordinated the planning and preparation of the government's Budget Statement and economic policy, ensured budget compliance, and analyzed public expenditure reports to inform public policy decisions.
As Ghana’s National Designated Authority focal point for the Green Climate Fund (GCF), she ensures the effective implementation of GCF initiatives. She also leads the GCF Readiness Programme and serves as the SHERPA for the Coalition of Finance Ministers for Climate Action.
Adwoa also serves as the National Coordinator for the Ghana Extractive Industries Transparency Initiative (GHEITI), promoting transparency and accountability in the governance of the extractive sector. Prior to her current role at CFD, she led the Natural Resource, Environment, and Climate Change Unit under the Economic Strategy and Research Division, where she was instrumental in securing support for the climate change agenda through the GCF and other financial opportunities that bolster climate finance for Ghana’s Nationally Determined Contributions.
She holds a bachelor’s degree in Sociology and Masters in Economic Policy Management all from the University of Ghana.
