Dr. Alex Ampaabeng is a Deputy Minister at the Ministry of Finance, in charge of Revenue.. Prior to his appointment as a Deputy Minister for Finance, he was a Senior Economic Analyst at the Natural Resources Governance Institute where he led analytical work on fiscal and broader economic governance of the extractive sector in Ghana.
As the Fiscal Policy Lead at Oxfam GB in Ghana from 2018 to 2022, Dr. Ampaabeng spearheaded the fiscal policy and advocacy components of Oxfam’s strategy on extractive industries, inequality, economic justice, and accountable governance. This role offered him the opportunity to support Municipal and District Assemblies in the area of internal revenue generation, set up and led the CSOs budget forum, which resulted to a number of government and corporate policies on tax and fiscal justice through multi-stakeholder dialogue processes.
During his tenure as Senior Tax Programs Officer at the International Budget Partnership (IBP), Dr. Ampaabeng managed IBP’s in-country work, assessed key tax policies for equity issues, and coordinated with civil society organizations and international non-governmental organizations to enhance domestic revenue mobilization.
He is notable for contribution made in the area of fiscal policy and economic development projects include evaluating GNPC’s investment trends and future projections, assessing mineral revenue management at the sub-national level, leveraging fiscal policy to reduce inequality, and piloting digital property taxation in selected local assemblies in Ghana.
He established the Ghana Tax Dialogue, a weekly radio and national TV programme initiated since 2018. This platform has been instrumental in educating the public, influencing government policies, and fostering a culture of accountability and transparency in tax matters.
Dr. Alex Ampaabeng is a strategic leader and dedicated professional whose contributions to tax and fiscal policy has had a profound impact both in Ghana and beyond. Through his various roles and initiatives, he continues to influence policies, educate the public, support the youth, promote economic development and advocate for fiscal responsibility.
In addition to many roles in various organizations, Dr. Ampaabeng has made significant contributions to academia. He has lectured at several prestigious Universities in the United Kingdom (UK), including the University of Birmingham, Birmingham City University, Coventry University, and the University of Warwick. His teaching experience covered a wide range of subjects, including financial accounting, corporate finance, financial management, and taxation. Prior to his academic exploits, he also worked as a finance officer at National Health Service, England.
Dr. Ampaabeng has over 17 years experience in accounting, finance, fiscal policy and economics. In addition, he holds an MSc in Accounting & Finance from De Montfort University, UK ; an MBA in Financial Management from City Business College, TIU; PGCE in Business from the University of Huddersfield, UK. He also holds a PhD in Accounting & Finance from the University of Birmingham, UK with a focus on Taxation in Developing and Emerging Economies.
